Well Nobumichi is a cop who can very easily betray you on a whim.
And Nobuharu is just some kid who rarely ever appears in the game.
Why in God’s name would Nobumichi betray you on a whim? Clearly you don’t know the source material. He’s a fisherman who’s trying to do the right thing. Not Daikoku.
